The percentage up to which the vehicle can be utilized can be set in Configuration ⇒ Optimization.
For example, if the input is 0.9, this will mean the Vehicles will be utilized up to 90% of their capacity when optimizing.
Click Save once the parameters have been set.
This option works on both engines, and at the moment, it can only be set globally for all vehicles.
